Devon’s Net Zero playbook aims to continually finance jobs, nature and local growth.

Devon County Council is using climate investment to strengthen communities, support local jobs and protect the natural environment.

With support from Innovate UK’s Net Zero Living programme, Mark Burton and Polly Frost have led the development of investable projects and long-term funding strategies. Their work focuses on unlocking scalable solutions that meet local priorities.

In partnership with the University of Exeter, the University of Plymouth and the Devon Climate Emergency Partnership, they are creating a Net Zero delivery playbook that combines national best practice with place-based insights.

Three pilot projects are shaping the model: installing solar PV on redundant landfill, supporting business decarbonisation at the estate level, and delivering nature-based solutions across river catchments. Each aims to generate returns that can be reinvested locally to ensure communities benefit from a sustainable, long-term pipeline of Net Zero investment.
