A guide for local authorities

Getting communities involved in shaping local climate action is one of the most powerful tools a local authority has. But knowing where to start, and how to do it well, can feel daunting. This guide, produced by Involve as part of the Net Zero Living Programme, offers a practical, step-by-step approach to running place-based citizen engagement on net zero and climate action.

The guide draws on real experience from 25 local authorities supported through the Programme. It introduces two tried-and-tested engagement methods: citizen visioning and community conversations.

What makes these approaches distinctive is their starting point. Rather than leading with climate change as an abstract concept, they begin with what matters most to people in their place. This builds trust, draws in voices that are often harder to reach, and leads to recommendations that communities genuinely own.

The guide walks through five stages: deciding what to do; recruitment and design; running the engagement; closing the feedback loop; and embedding engagement for the long term. Each stage includes practical checklists, case studies, and honest reflections on what worked and what could be done differently.

Overall it shows that when local authorities move away from top-down decision-making and create space for genuine community participation, they produce policies with stronger public backing. They also build lasting relationships with their communities that go beyond a single project.
