The problem and opportunity

Around 190,000 children in early years settings in England have identified SEND or are on a SEND monitoring pathway. The wait for statutory support (e.g. an EHCP) can run over a year. In that gap, 59,000 settings rely on paper-based, fragmented Local Authority paperwork with no dedicated technology support. National SEND infrastructure reform isn’t expected until 2027-28, leaving a multi-year window where practitioners are unsupported.

The solution and innovation

Inclii digitises the DfE/Dingley’s Promise graduated approach for the first time, turning a paper framework into a structured workflow. It layers agentic AI on top to auto-generate LA-ready evidence, reducing admin without reducing professional judgement. It builds on Get Otii Ltd’s existing Ofsted-readiness platform, live with paying settings since April 2026, giving Inclii a proven distribution base from day one.

Market and ambition

Target market: England’s ~59,000 early years settings, via Get Otii Ltd’s existing paying customers and waitlist. Inclii’s pilot cohort is capped at 20 settings for controlled testing. Ambition: national coverage as interim SEND support before 2027-28 reform, then a wider Local Authority (LA)-facing agentic product.

Founder perspective

Maggie Bolger spent over two decades in early years before founding Get Otii, having previously built a childcare business across multiple UK and Asia sites. A former Nominated Individual, she has lived the compliance burden Otii and Inclii are built to remove, not read about it.
