Retrofitting Rossendale: A new model to upgrade hard-to-heat terraced homes
Rossendale Council is helping residents lower bills and live in warmer, healthier homes that are space-poor and not suitable for individual heat pumps. This is a challenge shared by around six million terraced homes across the UK.
The Net Zero Terraced Streets project is co-designing a whole-street retrofit model, working closely with residents to build trust and reduce disruption.
In partnership with Rossendale Valley Energy, Nuvision Energy, Urbanchain, Centre for Energy Equality, Kensa Utilities and IoT Horizon, the council is testing an integrated offer. It combines insulation with smart energy systems like shared ground source heat pumps, with no upfront cost to residents.
By creating demand in a concentrated area, the project gives suppliers confidence to invest and grow. The next phase will focus on scaling the model to 200 homes and adapting it for use in places like Rochdale and Bridgend.
