Turning abundant natural resources into lasting local value in the Outer Hebrides
On Scotland’s Atlantic edge, the Outer Hebrides are rich in wind, wave and community spirit, but those advantages have yet to deliver affordable local energy. Many homes still rely on expensive imported electricity or carbon-intensive peat and gas heating.
Comhairle nan Eilean Siar, the local authority for the Outer Hebrides, is leading the Net Zero Foundations project to tackle the policy, regulatory and governance barriers blocking community-owned solutions.
With support from Innovate UK, a dedicated Net Zero Officer is working with local partners and residents on options to cut costs and keep more value in the islands, from local energy sharing schemes to a community-focused energy company, and education to help households move to cleaner heating.
The team is also developing a carbon model that better reflects island life, including ferry travel and the carbon storage role of peatlands.
