The available topics in Cluster 5, “Climate, Energy and Mobility”, focusing on the twin green and digital transitions required to achieve climate neutrality in Europe by 2050, are summarised below; for 2025, they have been subdivided into 5 Destinations. Calls in this cluster mostly have various closing dates in September or October 2025, with some second stage closing dates in March or April 2026. Some calls for 2026 are also included, which will open in September 2025 with closing dates in January or February 2026.

Unless otherwise provided for in the specific call/topic conditions, only legal entities forming a consortium are eligible to participate in actions provided that the consortium includes, as beneficiaries, three legal entities independent from each other and each established in a different country as follows:
- at least one independent legal entity established in a Member State;
- and at least two other independent legal entities, each established in different Member States or Associated Countries (this includes the UK).

The European Commission’s Info Day will present the research and innovation topics proposed under the Work Programme 2025 of Horizon Europe Cluster 5: Climate, Energy and Mobility. The event will provide prospective applicants with an opportunity to learn more about the funding options under the new work programme (budget: €1.2 billion), which focuses on the twin green and digital transitions required to achieve climate neutrality in Europe by 2050.
