Applying from the UK

UK organisations and businesses can apply for Horizon Europe funding, working as part of a consortium with at least three countries, one of which must be an EU Member State (see “Who can apply?” below). The Climate, Energy and Mobility Work Programme

Funded by the EU’s Horizon Europe programme for Cluster 5, this Work Programme document outlines the expected impacts as set out by Pillar 2 of the strategic plan and details specific calls for proposals and their relevant conditions to apply.

The available topics in Cluster 5, “Climate, Energy and Mobility”, are summarised below. For 2026-27, they have been subdivided into 6 Destinations:

  • Climate sciences and responses for the transformation towards climate neutrality
  • Cross-sectoral solutions for the climate transition
  • Sustainable, secure and competitive energy supply
  • Efficient, sustainable and inclusive energy use
  • Clean and competitive solutions for all transport modes
  • Safe, Resilient Transport and Smart Mobility services for passengers and goods

The calls in this cluster have opening dates varying from Dec 2025 to Aug 2027, with closing dates from Mar 2026 to Dec 2027: please check the details for each individual call before starting the application process.

Potential applicants may also be interested in the Horizon Europe 2026-27 EU Missions, particularly in Climate-Neutral and Smart Cities and Adaptation to Climate Change, both with various closing dates until Sep 2027.

  • Unless otherwise provided for in the specific call/topic conditions, only legal entities forming a consortium are eligible to participate in Horizon Europe actions provided that the consortium includes, as beneficiaries, three legal entities independent from each other and each established in a different country as follows:

    • at least one independent legal entity established in a Member State;
    • and at least two other independent legal entities, each established in different Member States or Associated Countries (this includes the UK).

  • Research in this Destination should contribute to closing major knowledge gaps on the changing climate together with their associated impacts and risks, on both society and nature. It should also help develop tools to support decision-makers in designing and implementing effective mitigation and adaptation actions at various time and spatial scales while properly accounting for synergies and trade-offs with other policy objectives, such as just transition, territorial cohesion and leaving no one behind.
