UK organisations and businesses can apply for Horizon Europe funding, working as part of a three-country consortium with at least one member from within the EU (see “Who can apply?” below). The available topics in Cluster 3, “Civil Security for Society”, are summarised below; for 2025, they have been subdivided into 5 Destinations, covering key areas such as disaster-resilient societies, fight against crime and terrorism, border management, cybersecurity, and infrastructure protection. The closing date for all calls in this cluster is 12 Nov 2025.

  • Unless otherwise provided for in the specific call/topic conditions, only legal entities forming a consortium are eligible to participate in Horizon Europe actions provided that the consortium includes, as beneficiaries, three legal entities independent from each other and each established in a different country as follows:

    • at least one independent legal entity established in a Member State;
    • and at least two other independent legal entities, each established in different Member States or Associated Countries (this includes the UK).

    Our European team can help you find eligible partners to form a consortium.

  • The information day on 16 May, 10.30am-1pm CET (9.30am-noon GMT) aims to inform (potential) applicants about topics included in the Cluster 3 “Civil Security for Society” work programme for 2025.

    • Open topic on prevention, detection and deterrence of various forms of crime and terrorism through an enhanced understanding of the related societal issues – €12m total budget, c.€3m per project
    • Open topic on improved intelligence picture and enhanced prevention, detection and deterrence of various forms of organised crime – €7.5m total budget, c.€3.5m per project
    • Humanitarian demining / Unexploded Ordnance Disposal (UXO) of civil areas and unexploded ordnance risk education – €6m for one project

    • Advancing autonomous systems and robotics for high-risk disaster response, strengthening disaster resilience in conflict-afflicted crisis zones – €5m for a single project

    • National Contact Points (NCPs) in the field of security and cybersecurity fostering the links with National Community building for Safe, Secure and Resilient Societies – €3m for a single project
    • Uptake Acceleration Services (this refers to uptake of new innovations within the security community) – €5m for a single project
    • Open grounds for pre-commercial procurement of innovative security technologies – €2m total budget, c.€1m per project
    • Accelerating uptake through open proposals for advanced SME innovation – €3m total budget, c.€1.5m per project
