To support Local/Regional Authorities on their journey to Net Zero in the UK, decarbonisation of transport has been identified as a key challenge area; the Committee for Climate Change reported that the
Surface transport GHG emissions were 113 MtCO2e in 2019, comprising 22% of total UK GHG emissions.
For the UK to meet Net Zero, decarbonisation of transport will be a key focus for local and regional authorities across the UK as they can influence up to a third of the total emissions in their area.
As there is a lot of great work and support in this space, we will help you to understand who to go to for the service(s) you require by identifying existing activities, insights, as well as showcasing the solutions that are currently available.

Innovate UK is the UK’s national innovation agency. They support business-led innovation in all sectors, technologies and UK regions. Alongside Innovate UK Business Connect, Innovate UK delivers electric vehicle charging projects alongside OZEV (Office for Zero Emission Vehicles) that are funded by the Department for Transport and the Department for Business, Energy & Industrial Strategy.
Energy Saving Trust currently manages two OZEV EV Grant schemes: ORCS – On-street residential chargepoint scheme (ORCS) for UK; and Local Electric Vehicle Infrastructure scheme (LEVI) with PA Consulting and Cenex in England.
The UK Infrastructure Bank offers significant green finance loans to Local Authorities and will launch advisory services.
Office for Zero Emission Vehicles
The Office for Zero Emission Vehicles (OZEV) provides funding, opportunities and support across many sectors for electric vehicle infrastructure. They are part of both the Department for Transport and the Department for Business, Energy and Industrial Strategy.
Crown Commercial Services (CCS) plays an important role helping the UK public sector save money when buying common goods and services. They can offer green financial support to Local Authorities and central government when looking at procuring electric vehicle infrastructure and electric vehicles.

In England and Scotland, Energy Saving Trust provides a fully funded offering advice on electric vehicle strategies, sustainable travel and fleet electrification. For the whole of the UK they provide a wide range of useful webinars, best practice guides, case studies, Local Authority news alerts and officer forums (across public EV infrastructure and fleet electrification).
Cenex is a not-for-profit established as the UK’s first Centre of Excellence for Low Carbon and Fuel Cell technologies in 2005. They provide advice, reports and run events with the goal of lowering emissions through innovation. As part of LEVI (Local Electric Vehicle Infrastructure) delivery with Energy Saving Trust and PA Consulting, they have a free NEVIS toolkit with free resources and GIS platform. This will be updated throughout LEVI to help Local Authorities plan their EV infrastructure – click here to register.
The Royal Town Planning Institute (RTPI) produces guidance and case studies related to the planning of electric vehicle infrastructure.
The House of Commons publishes reports on electric vehicle infrastructure, produced primarily for MPs.
The Climate Change Committee (CCC) is an independent, statutory body established under the Climate Change Act 2008. They offer advice and publish reports related to electric vehicle infrastructure.
PA Consulting is part of the consortium to deliver the LEVI (Local Electric Vehicle Infrastructure) scheme as a key guide to ensure innovation from end to end. They do this by accelerating new growth ideas from concept, through design and development to commercial success that improves people’s lives.

Department for Business, Energy and Industrial Strategy
The Department for Business, Energy and Industrial Strategy (BEIS) is a ministerial department supported by 43 agencies and public bodies. It includes electric vehicles as part of its remit.
Department for Environmental and Rural Affairs
The Department for Environmental and Rural Affairs (DEFRA) is the ministerial department that is responsible for the environment. Air quality initiatives related to electric vehicles are part of their remit.

Innovate UK Business Connect can support you with specialised advice in all areas of the UK.
There are currently eight sub-national (or regional) transport bodies in England. Outside London their membership is formed from a mix of local highways authorities, Local Enterprise Partnerships (LEPs), local airports, Highways England, Network Rail and the Department for Transport.
In Scotland there are seven Regional Transport Partnerships (RTPs) which perform a similar function, however some RTPs are also responsible for the delivery of transport services.
There are currently five Net Zero Hubs in England, funded by BEIS. Each Net Zero Hub has an operations team of energy experts that provides Local Enterprise Partnerships, Local Authorities and others with practical support to develop local energy projects. Midlands Net Zero is supporting on the electrification of depot guidance.
District Network Operators (DNOs) and IDNOS (Independent District Network Operators) currently undertake a number of activities to manage increases in load on the distribution system. They can provide workshops/surgeries for Local Authorities looking at capacity and/or upgrades on the energy system to support EV infrastructure.
