Each year, millions of individuals in England and Wales experience a legal problem yet more than half do not access advice or support (MoJ Legal Needs Surveys). At the same time, the UK legal services market is the largest in Europe, with a turnover of £44 billion. Despite this, one in five people believe justice remains out of reach due to complex processes, high costs, or a lack of available services.
Libra.law, developed by Tabled Technologies, uses large language models (LLMs) and curated legal data to help users navigate legal issues, understand their rights, and identify appropriate next steps. The platform combines structured decision-tree workflows with tailored legal information and a marketplace of providers offering clearer, more accessible routes to legal support across a range of areas including dispute resolution, wills, immigration, and personal injury. Thanks to support from Innovate UK, Tabled was able to develop and launch Libra.law as part of its mission to make legal services more accessible and user-focused.
Commenting on the impetus for Libra.law, Paul Massey, CEO and Founder of Tabled Technologies says: “One of the biggest problems that we’re solving is actually providing more consistency and structure to help users understand their options and get to the right outcomes.”
As part of this project, Tabled is working closely with The National Archives to enhance the accessibility and usability of public legal information by enriching the National Archives Legislation and Find Case Law primary legal datasets with machine-readable metadata.
The team is also collaborating with the Northumbria University Student Law Office to test the solution with real users and refine its design based on feedback from both individuals and legal practitioners. Initial pilots are focusing on common areas of unmet legal need including housing, family and employment issues where people often struggle to find affordable advice.
These collaborations have been made possible through support from Innovate UK, whose funding enabled the partners to come together under a shared goal of advancing access to justice through innovation.
Over time, the platform will be designed to scale across a wider range of legal topics and service types. As Paul Massey notes, “This isn’t about replacing lawyers – it’s about giving people a better starting point and connecting them with the right support at the right time.”
As the project develops, Tabled and its partners aim to expand pilot deployments and onboard additional legal providers – to transform Libra.law into a trusted resource that empowers individuals to make better informed decisions and the wider legal ecosystem to boost efficiency and streamline legal workflows.
