Introduction to the EU Partnerships

European Partnerships bring the European Commission and private and/or public partners together to address some of Europe’s most pressing challenges through concerted research and innovation initiatives. They are a key implementation tool of Horizon Europe and contribute significantly to achieving the EU’s political priorities.

Types of EU partnerships under Horizon Europe

EU partnerships deliver many opportunities for UK social sciences and humanities communities, such as to apply for calls for projects, to access active communities connecting you with the key stakeholders, to attend relevant training opportunities and more.

Horizon Europe indicates three types of EU Partnerships:

  1. Co-funded – These are partnerships involving EU countries, with research funders and other public authorities at the core of the consortium.
  2. Co-programmed – These are partnerships between the Commission and private and/or public partners. They are based on memoranda of understanding and/or contractual arrangements.
  3. Institutionalised – These are partnerships in the field of research and innovation between the Union, EU member states and/or industry.

The partnerships will run from 2021 to 2030 with funding of €8 billion.

The decision allows the Commission to work together with industry to boost investments in research and innovation and to overcome major climate and sustainability challenges, towards making Europe the first climate neutral economy and delivering on the European Green Deal.

The partnerships will also deliver on the EU’s digital ambitions for the next decade, Europe’s Digital Decade, in line with the goals of the ‘twin’ green and digital transitions.

  • EU Health Partnerships include:

    Innovative Health Initiative (IHI)

    The Innovative Health Initiative (IHI) is a public-private partnership (PPP) between the EU and the European life science industries. IHI follows on from the Innovative Medicines Initiative (IMI), but is broader and covers the entire continuum of care, from prevention, diagnostics, to treatment and disease management. IHI’s goal is translate health research and innovation into tangible benefits for patients and society, and ensure that Europe remains at the cutting edge of interdisciplinary, sustainable, patient-centric health research. IHI has a total budget of €2.4 billion.

    It is funded jointly by the EU (with €1.2 billion coming from Horizon Europe) and industry organisations representing Europe’s life science industries (represented by COCIR, EFPIA / Vaccines Europe, EuropaBio and MedTech Europe). The IHI website contains further information on: who is eligible for IHI funding; funding opportunities; events; the IHI Strategic Research and Innovation Agenda (SRIA) and a newsletter sign-up form. As well as the calls already announced, there will also be other future calls up until 2027.

    Global Health EDCTP3 (European and Developing Countries Clinical Trials Partnership 3)

    Global Health EDCTP3 aims to deliver new solutions reducing the burden of infectious diseases in sub-Saharan Africa, and strengthen research capacities for preparedness and response against re-emerging infectious diseases both in sub-Saharan African and globally. It has total funding of €1.6 billion (consisting of €800m from Horizon Europe, at least €400m from the EDCTP Association and €400m from others including industry and philanthropic organisations).   • EU Partnerships related to Culture, Creativity, and Inclusive Society include:

  • EU Partnerships related to Digital, Industry, and Space include:

    • Smart Networks and Systems (SNS) – the €900m successor to 5G calls in H2020. SNS is targeted at advanced 5G and 6G development. Topics are open to UK participation (a small number for 6G Industry Association members, UK organisations can join). No calls currently open.
    • Key Digital Technologies (KDT) – the €1.8Bn successor to ECSEL (Horizon 2020). This focuses on Electronic Components and Systems. The second call has just opened, UK organisations remain eligible to apply (funding rates may vary from Horizon Europe).
    • Metrology – €650m programme, working with key metrology organisations (including UK), Calls to include Green Deal, Health, Digital Transformation, Fundamental Metrology, Integrated European Metrology, Industry needs, Pre-normative and Knowledge transfer and capacity building.
    • High Performance Computing – The EuroHPC JU allows the European Union and the EuroHPC JU participating countries to coordinate their efforts and pool their resources to make Europe a world leader in supercomputing.
