Designing transport with residents

Blaenau Gwent co-designs Net Zero transport with residents to unlock healthier lives, lower costs and local opportunities.

Blaenau Gwent County Borough Council is turning climate ambition into social and economic progress by tackling one of its biggest system challenges: transport.

Following its pioneering 2021 climate assembly, one of the first in Wales, the council is now co-designing a Net Zero transport plan with residents, starting not with policy, but with lived experience.

Leading this work are Sarah Williams, Senior Physical Regeneration Officer, and Amy Taylor, Team Manager for Regeneration Opportunities. Together, they are working through youth forums, wellbeing boards and citizen panels to understand how people travel, what prevents a shift to cleaner journeys, and where issues like cost, access, confidence and infrastructure gaps matter most.

This people-first approach helps public money go further by targeting solutions that improve public health, lower household costs and boost economic potential. For many, especially young people, better transport opens up access to education, training and jobs, laying the foundations for a more inclusive local economy.
