Greater Manchester: Tackling hidden blockers to affordable clean energy
In Greater Manchester, councils are working together to tackle the behind-the-scenes challenges slowing progress on clean, affordable energy. Co-funded by the Department for Energy Security and Net Zero, the Combined Authority, Manchester City Council and Oldham Council are part of a wider Net Zero Living community of practice.
Manchester is testing how blended finance can unlock energy upgrades and retrofit around Wythenshawe Civic Centre, aligning decarbonisation with local regeneration.
In Oldham, the council is designing a long-term joint venture to invest in green infrastructure that supports jobs, supply chains and inclusive growth. With support from the Centre for Local Economic Strategies, they are involving residents early to build trust, reduce delivery risk and maximise local benefit.
By building shared solutions from the ground up, Greater Manchester is creating investable pathways to cleaner, fairer energy.
