Using data to plan improvements that deliver technically, economically and socially in Liverpool

Liverpool is creating a city-wide strategy to better plan and deliver heat, power and transport. With support from the Net Zero Living programme, the council and partners are tackling barriers like cost, fragmented infrastructure and limited investment.

The Realising Net Zero Liverpool project is testing different planning approaches for three specific areas typical of the city: the heritage-heavy centre, a terraced residential neighbourhood, and a new development site.

The learnings generated from these tests are shaping a new investment portfolio and decision-making tools. ClimateOS combines social, technical and economic information, a Housing Retrofit Database will improve data-led planning, and an Investor Prospectus will help attract funding.

Realising Net Zero Liverpool is led by New Resource Partners in partnership with Liverpool City Council, and brings together organisations such as Onward Homes, SP Manweb, Regent Capital and Decentralised Energy Solutions to support smarter planning and stronger local services.
