From Projects to Portfolios: Peterborough’s new approach to faster delivery and greater benefits

Peterborough’s Local Area Energy Plan sets out £8.8 billion of investment needed by 2040. But without the right skills, systems and support, councils can struggle to deliver multiple projects at pace and scale.

With support from the Net Zero Living programme, the council is working with Nordic Energy, Energy Systems Catapult, Edenseven, Peterborough Environment City Trust and Cambridgeshire County Council to shift from standalone projects to coordinated portfolios. This helps attract investment, pool resources and deliver greater benefits for residents.

New digital tools underpin this approach, including a Strategic Portfolio Management System to track progress and a Project Delivery Plan Developer for delivery teams.

Two demonstrators are shaping the model: rural heat pumps supported by off-grid household engagement, and the Peterborough Integrated Renewables Infrastructure project, which looks at how heat, power and transport can work better together.
