How Portsmouth is tackling complex energy challenges with a whole-city response
Portsmouth’s geography as a densely populated island city with limited space for renewables and growing energy demands makes it a prime testing ground for joined-up energy planning.
The council is taking a whole-system approach that connects power, transport and heating while improving coordination across city partners. These include the NHS, the University of Portsmouth, the commercial port, naval base and major employers.
A new carbon accountancy tool is removing barriers to data-led planning by enabling more consistent reporting and better prioritisation of action.
The Local Area Energy Plan is being enhanced through detailed stakeholder engagement. Over 70 council staff have completed carbon literacy training, and a new Net Zero Centre at City of Portsmouth College is helping residents train for green jobs.
Together, these initiatives are building a more connected and resilient city where joined-up data leads to better outcomes.
