In this step-by-step guide, you’ll find two key types of support: clear guidance on what to do at each stage, along with instructions on how to navigate the Funding and Tenders Portal from a technical perspective. Whether you’re familiar with the portal or new to it, these steps will provide the support you need to move forward with ease.
Getting started
Create an EU login account
Before you get started, you’ll need to create an EU login account. This account grants you access to all the services and tools on the Funding and Tenders Portal and is necessary for developing and submitting your proposal. Simply click “Register” on the homepage of the Funding and Tenders Portal to create your account.
Register your organisation
If you decide to participate in a project proposal, you need to register your organisation with the European Commission to obtain a 9-digit Participant Identification Code (PIC). You’ll be asked for your organisation’s PIC when you start your application. This connects your application to your organisation.
Finding a funding call
Search for funding opportunities
The European Commission and its funding bodies publish all calls for EU research and innovation proposals on the Funding and Tenders Portal. Use filters to find calls that align with your project.
Prepare your application
Review topic descriptions and follow the provided instructions, including templates and guidelines. Explore the Projects and Results section for insights from past EU-funded projects.
Search for partners
Since collaboration is often required, use the Funding and Tenders Portal’s Partner Search tool to find potential partners.
Submitting a proposal
To submit your proposal, the coordinating organisation must use the Portal Submission System. Start by navigating to the Topic page and clicking “Start submission.” The progress bar will guide you through the steps.
Run a validation check before submission to ensure compliance with requirements like page limits and file size. Once submitted, you’ll receive an e-receipt confirming the submission. You can access, update, download, or withdraw your proposal until the deadline.
Follow up your proposal
Monitor updates and outcomes within your portal account.

You can update your proposal anytime before the deadline via the “My Proposals” page. Simply select the proposal you wish to modify, make the necessary changes, and resubmit it. Be sure to validate your revised proposal to avoid errors.

After submission, you can monitor your proposal’s progress from the “My Proposals” page. The system will notify you of any updates, and you’ll be able to check if your proposal has been accepted, rejected, or is under review. You’ll also receive feedback from evaluators once the assessment is complete.

In the “Manage Participants” section, you can add, edit, or remove partner organisations. Be sure to provide detailed contact information for each participant and ensure their legal entities are registered on the EU Funding and Tenders Portal for smooth processing.

You will need to submit two main parts: Part A (which includes participant data, legal declarations, and contact information) and Part B (the technical description of your project, including planned activities, work packages, and costs).
