Co-designed climate action helping Norfolk communities cut costs and create local opportunities

Hosted by Great Yarmouth Borough Council, the Norfolk Net Zero Communities project is helping residents, councils and businesses work together to make homes, transport and local services cheaper, healthier and more resilient.

In seven diverse pilot areas, more than 800 residents have shaped solutions that respond to their real concerns including cost, trust and lack of clear advice. Interventions include local Energy Champions, digital guidance tools like Fairer Warmth, open homes events and support for community buildings and small businesses.

Led through the Norfolk Climate Change Partnership, the project shows how place-based collaboration and trusted peer support unlock more confident decisions. It is building a foundation for more coordinated local services and stronger communities, with climate action as the tool for unlocking lower bills, better jobs and healthier places to live.
